Selectmen appoint new planning board members

KINGFIELD -- Selectmen Neal McCurdy and Heather Moody hosted a Special Town Meeting on Nov. 17 that yielded a favorable vote to refinance the town's fire station. Chairman John Dill was not present and there were no members from the general public.

The $194,000 debt still remaining is now a new note that would put them at the lower rate of 3.67 percent until the year 2013. After that the mortgage becomes a variable rate. "Selectmen could very well opt to refinance again to capture a more favorable rate at that time," Davis said. The Special Town Meeting adjourned seven minutes after it opened.

After final review, the selectmen signed a lease for continued haying on town-owned land formerly known as the Gilmore field. The lease was between the Town of Kingfield and Casey Bowden and signed by McCurdy and Moody.

In other business, the selectmen signed a Liquor License renewal for One Stanley Ave. Then they addressed some fairly significant changes to the town's planning board. Selectmen accepted with regret the resignations of Marianne Stevens, James Meldrum and Rose Winter from the planning board. The selectmen acknowledged that Betty Ann Listowich was also resigning from the board on Dec. 1. "I'd really like to thank them and appreciate the fact that some of them have been on the board for a long time," McCurdy said.

Working from a list of people who have expressed an interest, the selectmen appointed Chuck Twitchell, Brad Orbeton and Mark Wahl to the board effective immediately. They also appointed Thaniel "Babe" Smith to serve on the board effective Dec. 1. "Most of these people have been in town for quite some time and they've been involved with the town in different ways," McCurdy explained. He went on to say they have other qualified people who'll serve should any other members resign.

Moody said that there is a good diversity and balance with the new appointments.

"The Poland Spring subsurface wastewater system is substantially complete, with only clean-up, seeding and spreading of straw left," explained Administrative Assistant Greg Davis. The system became operational last week. An Operations/Maintenance Manual was also being amended through consultations with the Department of Environmental Protection.

Davis reported that 12 candidates for part-time Assistant Treasurer/Clerk position have applied. He explained that the board chose half for interviews which took place on Nov. 24.

Davis also reported that Mick Rogers, of the Maine Bureau of Parks and Lands, signed off on the playground project after a Nov. 5 inspection.

Members reviewed some potentially new town logos submitted by a Mt. Abram High School student and said that they're available for public review at the town office. However, the board also noted that they'll keep the design open for anyone else who'd like to submit a design. The purpose of the logo is to be used on things like letterhead, stationary, etc. They're looking for the words "Town of Kingfield" but also a design that replicates either the history, culture or the natural beauty of the town.
